To be honest, I am not too familiar with FREE, nor with activation
groups, so I don't fully understand the material in those links
myself. However, from my naive point of view, you could try writing
an OPM RPG program that does nothing but FREE your MI program. Then,
in the real RPG program, which you're converting to ILE, call this new
OPM program where the FREE used to be. (Apologies if this is
something already covered in one of the above links.)
