auditing is enabled, that the QAUDLVL [or QAUDLVL2] system value must
include the *JOBDTA "Actions that affect a job are audited" special
value. Hmmm, are there two T-JS for every submitted job; one for
entering the job queue, and another for actually starting in the subsystem?
