You could instead add a check to ensure that i is greater than x before attempting the move and clear. That way you don't waste time moving stuff to the same spot if all elements are full. e.g.
Clear x;
For i = 1 to %elem( Line )
If Line(i) <> *blanks;
X += 1;
If i > x;
Line(x) = Line(i);
Clear Line(i);
EndIf;
EndIf;
EndFor;
