Consider adding some /IF code to enable this copybook to be used with
CRTRPGMOD. CRTRPGMOD would not like the DFTACTGRP or ACTGRP keywords. If
you code it like this, those keywords are only picked up when a program
is being created:

H BNDDIR('MASTER') BNDDIR('QC2LE')
/if defined(*CRTBNDRPG) <--- add this

You could do that as an initial step, even if you are considering using
something more robust like Kevin suggested.
