I'd say you are correct. Perhaps the coder didn't know about *LIKE DEFN, or
more likely it is S/34 code that was migrated...

I also used a similar technique to fool the (OPM) RPG compiler in order to
define a file as Update/Full procedural even though I was only writing
records to the file:

(spacing not correct...)
