Exception join instead of the union as Scott recommended:

Select count(*)
From mprlib.v_tshoursumm a exception join mprlib.v_reqhoursumm b
using ( em_number, timesheet_code )
Where a.em_number = :id
or b.em_number = :id

Is there a better way to do this?
