Personally I would not have an action parameter, I would (and do in my
own service programs) have a separate procedure for each action.
Not only does that eliminate parameter compatibility issues between
the different actions, it also allows using a cross-referencing tool
to show what program is requesting what actions based on the
procedures used by that program.
