I suggest you not jump so quickly to thinking it's a bug. The optimizer looks at all kinds of things, even the runtime environment. And when the file changes, it has to do its work again.

There are just too many things that can affect how SQL does its work - we just need to learn to trust that, given good indexes, that things will run well. Of course, our SQL statements can make a difference, and for that, one MUST use the Visual Explain feature of Navigator to find the best chance of a good result.
