The utopia we seek is a place where GetAutLevel would return
the authorisation level as a parameter or return value.

The authorisation level is the return value :

By having UAUTNV as a global variable, every part of the program
needs to be aware not to modify that variable; every function
and subroutine needs to know something about the insides of
all the rest.

UAUTNV is global to the external module, or service program if you prefer. At any one time, all the information pertains to one user only. In the caller, after GetAutLevel, the value returned must be stored in a work variable or it cannot be reused. If it is needed again, the call to GetAutLevel returns the level for the user required.
