This is the syntax for declaring a cursor with a dynamic prepare.

SET stmt = ‘SELECT COLUMN1, COLUMN2, COLUMN3 FROM TBL1’;
PREPARE PreparedStatement FROM s1;
DECLARE Cursor1 CURSOR FOR PreparedStatement;

Also, if you are preparing statements dynamically you do not need to prepare
the statement every time. You can use parameter markers and just execute the
statement with substitution variables.
