I don't believe a source control system or Hawkeye etc... will help you with this.
If you have the original compiled (service) program, run DSPPGM/DSPSRVPGM and check the list of modules on the 3rd screen and be sure all are on your compile command. Do the same with the list of service programs on the 4th screen.
You can go through each module/service program in the DSPPGM/DSPSRVPGM and look at the data export screen for the missing variable.

I have a set of programs that I did not develop that need to be
recompiled. The programs fail at the binding step with the following

Definition not found for symbol '@ACTIONTEXT'.
In the source file I have this D-spec:
D @ActionText s 16 imPORT
How do I resolve the missing import? I have scanned just about
everywhere looking for anything close. Is there an efficient way to
locate the missing import?
