You could be in Telnet VTxxx emulation. Try ESC/Shift/1 (or ESC/!) through ESC/Shift/= (or ESC/+) for F13 through F24.

I am connecting to an AS/400 via client access running through citrix via the
internet. When in PDM non of the function keys beyond F12 will work. This is a
real pain, and I can't seem to correct it.
