Just wanted to wrap this up: SysAdmin finally got the PTF applied, and my test program compiled fine, proving that the PTF SI39274 did indeed fix the problem. If someone else has this same issue, be aware that one of the pre-requisite PTFs (SI38731) required an IPL.

To recap briefly, the issue was that I had a SQLRPGLE source that compiled fine when we were at V5R4, but now on 6.1, that same source threw SQL0312 (Variable not defined or not useable) from the SQL precompiler because there were multiple subprocedures defining the same local variable with LIKE(theGlobalVariable).

And I owe David Foxwell a beer.

Sadly, I'm not familiar with the PMR process, but I can
forward the gory details to our SysAdmin, and he can make it happen.
I just thought this may have been encountered by others, and
that I just needed to have aforementioned SysAdmin acquire
the appropriate PTF.
If not, I'll wait until the PMR happens and post the findings here.
