You can use the pointer by value trick with procedures (and bindable
APIs which are nothing more than procedures) but not with external
programs.


I think this sentence pretty much sums it up, and I realized it as soon as
Hockchai pointed it out my error. QDCXLATE is a program and not a
procedure, so the use of a pointer was a mistake from the start.
Regardless, thanks to everyone for the help and examples. I wound up
switching it over to use iConv and it is working well.
