Because the target is an external program the compiler will not allow you to specify VALUE on the prototype because it "knows" that all external programs expect parameters by reference i.e., the address of the parameter. It therefore presumes that if you want to pass a pointer you have to pass the address of the pointer. So if you try to use the second example you should find the compiler complains.

You can use the pointer by value trick with procedures (and bindable APIs which are nothing more than procedures) but not with external programs.
