Embeded SQL Question

Given the following SQL Statement, why is the precompiler complaining about the MAX keyword?

Exec SQL                                                    
  Set :Last_Start =                                         
    Select Max(BbCCtT) From VoCTrack                        
         Where BBAssign = :Assignment and                   
               BBCode   = 'STR'                             
         Group by BbAssign                                  
         Having Count(*) > 1;
