You're correct. I was making more of a general "What if there is an ADDLIBLE
command in *any* CL program which tries to add this library". In this
specific case it might work fine, but in general, unless there is a problem
with users even knowing what objects exist in a library, I tend to leave
libraries with at least *USE authority.
