You are right, of course. My mistake, I should have written about trying 1
in the RSTASP parameter, as the OP does not uses (as I understand him)
independent ASPs.

The OP failed to mention the release, the message identifier, or
if, how, & where the library was created prior to the [failing]
restore object request. Perhaps DSPSAVF RPGDOC may be relevant as well.
