Have never seen >< used - seems to be a bit out of order - less than should precede greater than, at least that's what my speculating mind tries to reason out. Or maybe 'cuz it's in that order on a qwerty keyboard.

Others have called this (<>) the "less-than-or-greater-than" symbol - I've never thought of it as anything but "not-equal"
