There is still an extra cost, right? since program calls are always
dynamic?

I cannot discern which of your messages was sent first (I received them in
the order shown), so:

No, the first call is dynamic. After that, the pointers are established, so
the dynamic piece goes away.

The program startup process can be avoided (after the first time) by leaving
LR off, yes.

My point is that the performance will be extremely close if LR is left off
and one program makes the call many times.

More of a concern, then, is maintainability.
