Your program does not get a MODS from an RPG III program.
Program SP1 defines the MODS; it 'owns' the storage, so to
speak. SP1 passes a pointer to the storage to SP2; SP2 just
passes the pointer on to the RPG III program to do whatever
it is supposed to do. Because SP2 just passes the pointer,
the definition of the parameter in SP2 does not really matter
in this case (assuming SP2 does not do anything else with the
parameter).
