In the OP's example the values were Y/N, so a direct conversion to *ON/*OFF
seems justified. Agree if other values exist that do not collapse into a
binary condition.

Our ERP system stores Y/N flags in the database. The assumption it makes is
a value is true only if the condition is Y. An N or blank results in false.
Again, agree it depends on the defined values and assumptions an application
makes.
