Generally, basic SQL stuff, as opposed to embedded SQL, goes to the Midrange-L list. Though your query could have been construed for use in a program.

This SQL stuff just may actually catch on.
As to the question of whether RPG400 is the appropriate list for this question, what would you suggest? None of the other lists are SQL specific either.
