A prototype can be declared in a procedure, in the global section of a
module or inside a copy block that is included in a procedure or in the
global section.

Remember though that the prototypes have scope. A prototype declared inside
a procedure cannot be seen outside the procedure. A prototype declared in a
module cannot be seen outside the module.
