OK, that seems to have cleared up the issue, but maybe you can help make
this crystal clear. I have many service programs and this is the first
time I've ran into something like this. I want to make sure I have my head
wrapped around this.
The first thing the FILETEST program does is open USERFILE. So I am trying
to understand why the program does not open USERFILE after the recompile.
It seems like the new version of the program is unable to create an
activation group because one already exists. Instead of issuing a message
or an error, the program just keeps running until it blows up. Is that a
pretty accurate description, or am I totally missing what is happening?

You recompile the program? Do you reclaim the activation group when you
recompile? If not, that may be the problem.
