Peter, this sounds like the problem reported for APAR SE29286, fixed by
v5r4 PTF SI27160 (which has been superseded by SI35306).

Here is the problem description for that APAR:
"An ILE RPG program contains an XML-INTO operation using %HANDLER
with option allowmissing=yes. When the handler procedure is
called the first time, the array parameter may not contain
valid data for the subfields that do not have matching XML
data."
