That's only convention. The PI can go anywhere in the D-specs. Now
that F-specs can appear between the P Begin and D-Specs it may make
more sense to name the PI too. For me, it makes sense to have the name
on both the P Begin and PI because
a) it's required on P Begin
b) it simplifies duplicating the PI from the PR
