Pretty easy to do in RPG/400 with the XLATE opcode. Here is a snippet:

I* translate table I 'abcdefghijklmnopqrst-C LC
I 'uvwxyz' I 'ABCDEFGHIJKLMNOPQRST-C UC I 'UVWXYZ' ...
C* ensure all lowercase C UC:LC XLATEUPPER LOWER

And here it is in /free form RPG IV:

D LowerCase C const('abcdefghijklmnopqrstuvwxyz')
D UpperCase C const('ABCDEFGHIJKLMNOPQRSTUVWXYZ')
...
Name = %xlate( UpperCase : LowerCase : FilNam );
If doing it in CL, you can use QDCXLATE, but note that it does not handle Unicode etc.
