Try having the program do a SETLL each time to get to the record. It
sounds like the Debug is leaving a file cursor open. ( Which is why
whenever I end debug, I also do a RCLRSC to remove any object locks.)

I put it in DEBUG mode, stopped it at the READ statement (which is in
a group of LR statements if that makes any difference) ...
