I would say this is more about STANDARDS and BEST PRACTICE.

A starting point would be to look at other areas and build a broader,
less technical argument.

I like it.

It's a modern variation on the old cartoon joke where the two
scientists are looking over a process on a blackboard and one says
"Very nice! But you should probably elaborate on the middle step a
little." The middle step is the one written as "Then a miracle
occurs."

In this case, it's been updated to be "Convince them to implement a
plan to fix this mess properly."

I've long since forgotten how many times it would have taken a miracle
at that point.

As much as I agree with the process as given, sometimes you just have
to find stuff that works within the constraints of reality.
