The binder doesn't care about the number of type of the parameters. It only cares about the names.

Let's say you have a function named SOMEFUNCTION in MOD1 and MOD2. PGMA wants the one in MOD1 and PGMB wants the one in MOD2. If both PGMA and PGMB use the same binding directory containing both MOD1 and MOD2, it's a _guarantee_ that one of them will get the wrong version of SOMEFUNCTION.
