Not so. The RPG compiler understands how to handle both fixed and free code. Anyway, it's impossible to convert many free statements to fixed format.

For example, this CHAIN opcode - a list of keys is not supported in fixed form.

chain ('X2' : 0) rec;

Or this CLEAR operation with a variable name longer than 14 characters.

clear myLongVariableName;
