If your system is in the United States then you most likely are using a primary language version (NLV) of 2924. Knowing this NLV value, you can use http://publib.boulder.ibm.com/infocenter/iseries/v5r4/topic/nls/rbagsnatlangdefaultsysval.htm to determine what is considered to be the most appropriate value. In the case of 2924 the recommendation is CCSID 37.

As for a document saying not to use 65535 -- no such document exists. There are valid reasons to use 65535. Recommendations and guidelines however can be found at http://publib.boulder.ibm.com/infocenter/iseries/v5r4/topic/nls/rbagsccsidgenrecom.htm. After reviewing this document, I would recommend that if your application doesn't fall into one of the "use 65535" categories then don't use 65535. 65535 is primarily intended for legacy applications (or for files that are program described as then the system cannot distinguish what bytes might be character data vs non-character based data).
