I'd be interested to hear your ideas. It seems odd that SQL CLI would lack the
ability of allocating a result set but I at this point I don't know enough about
cursors and handles and etc to even start experimenting.

If I thought that I'd say so. I'm not sure. I know SQL CLI can
process result sets. I thought it could create them (in the specific
sense we're using here rather than the generic "SQL queries create
result sets" interpretation). Because you were so emphatic about CLI
not supporting them I went looking for the specific reference. If
it's documented as not possible then I won't waste time on it but if
it's not then I have some ideas that might allow it--not sure though
never done this in CLI. Have proved other things possible that
supposedly greater minds said were not.
