There are products that can help you - Abstract (Help/Systems), X-Analysis (Databorough) come to mind - they are expensive.

You can run DSPPGMREF over all programs in a library and put the output into and output file - included in there will be references to files. Only those with a format level ID in that data matter.

This might not catch everything - there might be overrides in effect when the program runs. But it will get you closer.
