While I don't disagree with your comment, I would like to point out that most SCM products have (at least I'm assuming about the others, I know MKS Implementer does) the ability to reconstruct a program object based on the current version. They interrogate the current object find all service programs, modules, and other attributes, to compose an appropriate create command to rebuild the object.
I think the only attribute that is not available at the object level is what binding directory might have been used (although I'm not 100% sure about that).
