No, XML-SAX doesn't use the same XML parser as eXpat. They are similar (both SAX parsers), but not the same.

It might look as though XML-INTO uses a DOM parse, but it uses a SAX parser too, the same underlying parser as XML-SAX.

(I can't go into any details about the actual parser.)
