You seem to be having some problems with the responses, so I"ll just give you the answer, and hopefuly it will make more sense:

CALL MPDE98P PARM('MPDE98 ' X'800F' X'02006F' X'02007F')

This assumes that the numeric parameters are defined as packed decimal numbers. You should understand how packed decimal numbers are passed, with one character in each nibble and with a sign in the last nibble. This will explain why the first numeric parameter does not need a leading zero but the last two parameters do.
