The valid characters in base64 are A-Z, a-z, 0-9, + (plus), and /
(slash). It's also acceptable to use an = (equals) at the end of the
string for padding. The example you show seems to be broken into
"paragraphs" ending w/a ! (exclamation). Unless that's an artifact of
the midrange-l list, your example is not valid base64.

And FWIW, RFC4648 is now the normative RFC for BASE64.
