I guess the QSQLPRE.SPM100 member in QTEMP is created somewhere before
the CRTSQLRPGI.
If the 2 commands are on the same CL, I see no reason why the compiler
comply about not finding the member SPM100, file QSQLPRE in library
QTEMP.

If they are on 2 different CL programs, and there is a command SBMJOB
between the two, what you have to do is to write the command that
created the member SPM100 of the file QSQLPRE of library QTEMP in the
same CL that has the command CRTSQLRPGI. Two programs that need access
to the same resource in QTEMP should be run in the same job.
