This probably isn't a good idea that I am about to convey, but it is a way
to get around the issue. At install time of your software you could check
to see what version of the OS they are on, and if it is before V5R3 you
could create a dummy program named QPMLPMGT in your library so it can
resolve appropriately at runtime. Obviously this could get messy because
you just created a program with the name of an IBM object in a newer OS
release.

One of the very cool features in V6R1 is that service programs have lazy
loading of objects (i.e. it is only loaded into memory upon usage instead of
loading all of them at the on-set of the call).
