True as far as multiple applications go but your example is flawed. You have always been able to have multiple applications within the same job "point" to different records in the same file--even with OPM. The only requirement is that full opens are used and this is the default behaviour.

Activation groups can stop commitment control in one application from interfering with commitment control in another application within the same job.

Activation groups can stop shared opens in one application from interfering with shared opens in another application within the same job.

Activation groups can stop file overrides in one application from interfering with file overrides in another application within the same job.

Activation groups can stop static storage in one application from interfering with static storage in another application within the same job such as a common service program maintaining state for multiple applications

None of these application design advantages are available without activation groups. In the OPM world you would have to use separate jobs to accomplish the same behaviour.
