Thank you to everyone who replied. Some really good suggestions.

The article Robert suggested had the answer on page 4:
"If you select the update or delete rule of a referential constraint to
have a value other than *RESTRICT, both the parent and dependent files
must be journaled.".

I had NO ACTION for both the ON UPDATE and ON DELETE rules.
It's a subtle difference between NO ACTION and RESTRICT.
Once I changed them to RESTRICT, it is working fine.
