This is always the case and has been since RPG III. It was one of
the "features" of RPG III that we were forced for compatibility
reasons to bring forward into RPG IV.
A numeric field in RPG is _always_ represented internally in the
program as packed _unless_ you force the compiler to honor the
original data type. The common way of doing this is to include the
field in a DS e.g and externally described DS based on the file in
question.
Chances are that this field is normally described in this way and
that is why nobody has noticed before.
