Actually, it depends on where (no pun intended ;-) QHCLVL and QHFAX are.

I think Michael is correct judging from the names; QHxxxx fields seem to be part of BANKHEDR and
QIxxxxx fields are part of BANKINST.

Where Exists (Select '1' from BANKHEDR
where QISTCD=QHSTCD AND
QIAREA=QHAREA AND
QIBANK=QHBANK AND

you had an extra where in front of the QHCLVL. change that
to an AND.
