The SNDUSRMSG CL command is really a combination of the SNDPGMMSG API and the RCVMSG API. It sends the message, then waits for the response.

You can replicate that behavior with the APIs for sending and receiving messages. In fact, I wrote an article about that a few years ago, including RPG sample code. Here's a link (it requires a membership to System iNetwork, but a free "Associate" membership should work:)
