I'd do a loop, counting each record. When the prefix changed, I'd write a record with the prefix and (99999 - count). Also, just because its so easy, I'd make a third column called "% full" and ((divide the count by 99999) * 100). In the end I would have a list of each prefix and a sense of the sparseness of the matrix.

Then, I might do a follow-on report, by prefix.
