The actual indicator assigned to a command key CA or CF is up to the designer when creating the display file.
There is no hard rule that assignes indicator 01 - 24 to the corresponding command keys.
In my experience, I have found that most programmers do use this rule for convienence, but there is nothing requiring it.

FYI, *INKL is *IN12.

INKA-Y = *IN01-*IN24, INKO is not used/skipped.
