If you are willing to look at a commercial offering, we at RJS Software have the RPG2SQL Integrator product - it has not just SQL functionality, but also Excel functionality - with this I believe you could accomplish all you are trying to do. Any Excel function can be called from it, so these settings should be possible to do.
