I think the maximum size of a text field in I.E. and Firefox depends on the amount of memory available on the workstation. I think it's more likely that server interface is more likely to have limitations. Scrollbars automatically appear when using HTML <textarea> elements, and I've tested sending several megabytes of text to the server.
